PEC+ 2025 Project of the Year – Constellation Park

Welcome to Gwinnett County’s hottest new mixed-use destination: Constellation Park!

Rooted in the thriving Sugarloaf Pkwy community and entertainment district, Constellation Park Phase 1 provides new retail opportunities, a variety of housing options including 339 flats and 62 townhomes, a robust amenity package boasting resort pool, clubhouse, pickleball courts, dog park, public outdoor spaces and new green trail connections.

From the start, PEC+ partnered with the developer, Brand Communities, to ensure a plan that was both forward thinking and viable. PEC+ President and Head of Land Planning, Ken Wood, worked closely with Brand to help shape the project vision and successfully rezone the property from M-I Industrial to a mixed- use classification.

Simultaneously Matt Kaczenski, Vice President of Engineering, lead PEC+ engineers in extensive existing conditions research and other due diligence supporting Brand in cost saving engineering decisions and creative solutions for site challenges. A sampling of these includes coordination with the Georgia Department of Transportation for local transportation impacts, designing a multi-use trail to follow a Colonial Pipeline, some major demolition planning, coordinating site circulation with proposed retail and apartment/ townhome users, and planning all utilities to be designed and laid out for phased development.

The PEC+ survey team supported the project in a wide variety of ways from initial property research to property line surveying, LIDAR mapping, and easement exhibits to name a few. Meanwhile the PEC+ arborist department mapped all existing trees onsite classifying trees that would be recommended for preservation as well as trees that would warrant removal.

By the time construction officially wrapped up in November of 2025, many of the apartments were already rented out and the retail spaces were being claimed. PEC+ followed the project closely with construction administration services ensuring successful project completion in all aspects from the attractive stormwater management system to double checking that all ADA requirements were satisfactory. In all PEC+ is grateful to have partnered with Brand, Gwinnett County and many other designers and builders to help bring this new project to fruition!
